Measure Definition

This measure reflects the percent of youth released from Juvenile Justice and Youth Services (JJYS) Community Placement Custody, during specified State Fiscal Years, who avoid being found to have committed a felony-type offense within 90 days after release. To allow adequate follow-up time for the records to settle, results for this measure are delayed by 1 year. JJYS enrollment and offense data are collected through the JJYS case management information system and from the Utah Department of Public Safety (DPS), Bureau of Criminal Investigations (BCI).

Results for this measure are reported annually by November.

Story Behind the Curve

The ultimate measure of success for Juvenile Justice and Youth Services (JJYS) is the successful and sustained re-entry of youth into their communities, with a primary goal of achieving a 95% success rate for youth released from Community Placement Custody having no new felony within 90 days. 


This measure must be evaluated within the context of a highly successful juvenile justice reform that has strategically diverted lower-risk youth, resulting in a profound and intentional shift in the custody population, which now serves an unprecedented concentration of the highest-risk, most complex youth. This concentration means the statistical "cushion" previously provided by a more varied population is gone, causing every single re-offense to have a much larger mathematical impact on the performance percentage. 


The youth currently under supervision exhibit demonstrably increased challenges, including a 105.3% rise in felony charges at commitment since State Fiscal Year (SFY) 2016, with an average of approximately 3.9 felonies at disposition. Furthermore, there is a high prevalence of acute clinical needs, evidenced by 45.5% of youth presenting with serious mental health indicators in SFY 2025.


JJYS is proactively responding to these elevated needs through clear, solution-based strategies: transition and aftercare case planning strategies are actively being reviewed and strengthened to ensure a seamless continuum of robust, tailored support; and investment is being made in staff through advanced training in evidence-based practices to manage the complexity of this population. Ultimately, JJYS is committed to leveraging these proactive, strength-based strategies and investing heavily in staff capacity to ensure the successful and sustained re-integration of the highest-risk youth in Utah.
