This measure reflects the percent of youth released from Juvenile Justice and Youth Services (JJYS) Secure Care Custody, during specified State Fiscal Years, who avoid being found to have committed a felony-type offense within 90 days after release. To allow adequate follow-up time for the records to settle, results for this measure are delayed by one year. JJYS enrollment and offense data are collected through the JJYS case management information system and from the Utah Department of Public Safety (DPS), Bureau of Criminal Investigations (BCI).
Results for this measure are reported annually by November.
Story Behind the Curve
The ultimate measure of success for Juvenile Justice and Youth Services (JJYS) is the successful and sustained re-entry of youth into their communities, with a primary goal of achieving a 95% success rate for youth released from Secure Care Custody having no new felony within 90 days.
This measure must be evaluated within the context of a highly successful juvenile justice reform that has strategically diverted lower-risk youth, resulting in a profound and intentional shift in the secure care population, which now serves an unprecedented concentration of the highest-risk, most complex youth. This concentration means the statistical "cushion" previously provided by a more varied population is gone, causing every single re-offense to have a much larger mathematical impact on the JJYS performance percentage.
The youth served by JJYS today present with objectively greater challenges, including a 113.3% increase in felony charges at commitment since SFY 2016 (with a mean of approximately 9.6 felonies at disposition) and a high prevalence of acute clinical needs, evidenced by 45.5% of youth presenting with serious mental health indicators in SFY 2025.
JJYS is proactively responding to these elevated needs through clear, solution-based strategies: JJYS is actively reviewing and strengthening transition and aftercare case planning strategies to ensure a seamless continuum of robust, tailored support; and JJYS is investing in staff through advanced training in evidence-based practices to manage the complexity of this population. Ultimately, JJYS is committed to leveraging these proactive, strength-based strategies and investing heavily in staff capacity to ensure the successful and sustained re-integration of the highest-risk youth in Utah.
