Story Behind the Curve
In the early years of the PORT program, kit distribution was limited. In 2020, only 9 kits were distributed due to low funding and limited capacity to equip first responders. However, cross-sector partners, including the Wilson County Manager’s Office, Wilson County EMS, the Wilson County Opioid Multidisciplinary Team (OMDT), and Area L AHEC came together to secure grant funding and strengthen PORT’s infrastructure. As a result, distribution increased to 48 kits in 2021 and 72 in 2022. In 2023, 58 kits were distributed, followed by 57 in 2024. While capacity has grown, the data suggests two possibilities. The need for kits may have declined as prevention efforts improve, or there may still be barriers preventing some residents from accessing them. Either way, Wilson County must continue applying lessons learned to strengthen PORT’s reach and impact.

What Works
Research shows that post-overdose outreach programs work best when they promptly connect patients to peer support and treatment resources in a non-punitive manner. Integrating PORT into existing first responder workflows minimizes burden and cost. Recruiting recovery coaches or peer specialists with lived experience builds crucial trust. Data systems that flag overdose cases for follow-up and track program metrics enable monitoring of impact. Community education campaigns reduce stigma and increase utilization. Wilson County has shown that bringing together multi-sector partners to implement an evidence-based, data-driven program can expand access to recovery support when needed.
