Why Is This Important?

Housing construction contracting opportunities have a significant social and economic impact on communities. To promote these opportunities, the Portland Housing Bureau (PHB) and Prosper Portland have adopted contracting policies on projects funded with City and Federal dollars. A borrower of PHB and Prosper Portland funds must use best efforts to comply with established City and Federal policies.

What Do The Numbers Show?

These data show that the number of City-financed housing projects and programs for construction increased significantly in FY 2020-21 and FY 2021-22 due to Portland Housing Bond and Metro Bond projects being under construction during those years. The City's fiscal year begins July 1 and ends on June 30 of each year. As the Housing bond funds have been expended and construction projects completed, the number of new housing project construction opportunities declined in FY 2022-23 and remained level in FY 2023-24. The number of City-financed housing projects increased in 2024-25.
