Youth programming is the cornerstone of Portland Parks and Recreation's (PP&R) programs. The Portland Children’s Levy (PCL) prepares children for school, supports them to be successful inside and outside of classrooms, and eliminates racial and ethnic disparities in children’s outcomes. The Arts Access Fund provides for elementary arts teachers in the six school districts serving Portland and for expanded access to the arts for all Portlanders.  Approximately 76,000 students are enrolled in public schools across six school districts in Portland.

Arts & Culture accounts for 29,223 of the total combined youth served and is derived from enrollment counts from schools served with funds from the Arts Education Fund.

Portland Parks & Recreation accounts for 24,660 of the total combined youth served and is derived from the count of unique individuals enrolled in activities in the bureau registration system.

Portland Children's Levy accounts for 9,638 of the total combined youth served and is derived from the number of unique youth served reported by grantees. 

This is a combined metric for a new Service Area structure that was created in FY 23-24, so historic data for this combined metric does not exist for prior fiscal years.

Portland Parks & Recreation's numbers are derived from unique individuals ages 0-17 with accounts and engaged in the reservation system.

Arts & Culture numbers are derived from school enrollment data where Arts programming is delivered.

Children's Levy numbers are self reported from partner organizations and account for unique individuals.
