This metric includes estimates of youth receiving services from the Portland Children's Levy and the Arts Education Fund.
Why Is This Important?
The Portland Children’s Levy prepares children for school, supports them to be successful inside and outside of classrooms, and eliminates racial and ethnic disparities in children’s outcomes. The Office of Arts & Culture's Arts Access Fund provides for elementary arts teachers in the six school districts serving Portland and for expanded access to the arts for all Portlanders. Approximately 76,000 students are enrolled in public schools across school districts in Portland.

These numbers show how many children and youth in Portland receive a variety of enriching opportunities through Portland Children's Levy and Office of Arts & Culture's Arts Access Fund.
Office of Arts & Culture (Arts) accounts for 28,743 of the total combined youth served thanks to the Arts Access Fund partnership with 6 local school districts. Portland Children's Levy (PCL) accounts for 23,670 of the total combined youth served thanks to PCL grants to community-based organizations across Portland.
This is a combined metric for the new City structure when Arts and PCL moved to the Community & Economic Development Service Area at the beginning of FY 2025-26. There is only one year of historical data for this measure due to rollout of the new City structure in FY 2024-25.
How Did We Arrive at These Numbers?
Arts & Culture (Arts) numbers are derived from OR Dept. of Education school district enrollment data (grades K-5) where arts programming is delivered.
Portland Children's Levy (PCL) numbers of children receiving services is derived from annual reports provided by organizations receiving PCL funds.
Across Arts and PCL, the collective services provide wrap-around supports for children and youth receiving services, and they may participate in more than one service (for example an arts class during the school day, an after school program, and shop at a food pantry). Arts and PCL data combined together do not count unique individuals, so some children may be counted in these data more than once. Historically, PCL reported children served in hunger relief separate from all other services funded by PCL but as of FY 2024-25, PCL reports all children receiving services as one total figure.
