The student mobility performance measure refers to the amount of students enrolled with the Dubuque Community School District that change schools for reasons other than graded promotion. From 2007-2009, student mobility has increased by 3% overall. The most dramatic change in this data ocurred from 2008-2009, when student mobility increased from 9% to 13%.
