The data under the quality childcare indicator refers to what percent of childcare establishments in Dubuque participate in the Quality Rating System. The Quality Rating System (QRS) is a voluntary child care rating system for child development homes, licensed child care centers, and preschools. The percent of preschools using QRS has decreased by 9% from 2010-2013. The most dramatic change in QRS utilization occurred from 2010-2011, when the number of schools using QRS dropped from 25% to only 6%. Since then, QRS use has more than doubled and is currently at 14%.
