Calendar year 2021 is the baseline year for this data. The MTCR program is intended to be a transitional facility for individuals no longer in need of a psychiatric hospital stay or stay in a correctional facility, but not yet able to return to the community. MTCR is the state’s only locked psychiatric facility that is not a hospital. Therefore, any transition that does not involve a hospital or correctional facility is considered a lower level of care. This includes residential care homes, nursing homes, individual or shared apartments, and living with family. 67% of residents stepped down to a lower level of care. This means that 33% of residents discharged during 2021 transitioned to a higher level of care (Psychiatric Hospital or Correctional Facility). These individuals would only transition to a higher level of care based on the inability to support an individual or others safely at MTCR requiring an involuntary hospitalization or a change in legal status that required them to transition from the facility.
