About the Indicator

Master Plan for Aging Goal Two: Health Reimagined focuses on access to the services older adults and people with disabilities need to live at home and to optimize their health and quality of life. These services include help with handling routine and personal care needs. Older adults and people with disabilities depend on a mix of payment sources to pay for such services, including paying for services out of pocket. Information about the sources of payment older adults and people with disabilities use to pay for services can help inform policy decisions about how to improve access.

This indicator provides data on the source of payment for paid help received by adults age 18 or older who self-identify as having difficulties with concentrating, remembering, or making decisions; dressing or bathing; and/or doing errands alone. Data on four categories of sources of payment are included: 1) “Only out of pocket,” meaning care recipients used their own funds to pay for all paid help they received; 2) “Only public insurance/program,” meaning care recipients used Medicare, Medi-Cal, or similar sources to pay for all paid help they received; 3) “Only private insurance;” and 4) “At least two types of payment.”
