Story Behind the Curve
ORS cost effectiveness is a comparison of the dollars collected to the dollars expended to operate the child support services and Medicaid recovery/third party liability programs. Case counts and collections have been trending downward for child support programs nationwide, and we've also experienced decreased collections for Medicaid recovery, specifically in the estate recovery and in health claims filed. ORS has also experienced increases in costs related to personnel services and technology costs due to modernization of it's information system. We anticipate cost effectiveness may continue to decrease slightly until collections and expenditures stabilize.
