Story Behind the Curve
Decline in the incarceration rate may be due to changes in incarceration guidlines.
Fayetteville, NC specifically according to the Carolina Public Press:
"Crime rates in Fayetteville are down a sixth consecutive year. Unfortunately, violent crimes — homicides and aggravated assaults — are up.
"That puts the county’s overall crime rate 150% higher than the statewide average despite the recent declines. Worse, violent crime in Cumberland County is 71% higher than the statewide per 100,000 rate." See link below
Overall crime rate rate is down more than 10%, yet homicides and aggravated assaults are up.

What Works
The city of Wilson, Nc's website noted individual responsibility for their own safety, and promotes Crime Stoppers programs. This only addresses prevention, and mostly toward property loss and damage; however, citizen presence is stressed.

National Institute of Justice (July 1998) states some methods that work to decrease these numbers are Vocational training for male ex-ofenders, for delinquint amd at risk preadolescents is family therapy and parent training.. see report for full details.
