This measure is pulled from data in the Office of Licensing system. It is the percentage of how many inspections were conducted that were not cited for noncompliance with state rules.
This measure does not contain federal data, such as the number of immediate jeopardies (IJs) found in the federal reporting systems for Center for Medicare and Medicaid Services.

Story Behind the Curve

Prior to the merger of 2 departments into the single Utah Department of Health and Human Services in 2022, data for the 3 branches of licensing was kept in different systems. Since the merger, staff have worked to make our data keeping, rules, and processes uniform across the 3 branches of licensing: human services, health facilities, and child care.

In October 2023, the division completed the merger of all license types into one system allowing all licensing data to be taken from that one source. In addition, health facilities went through a major inspection protocol improvement at that time to bring their inspection process and enforcement in line with the other licensing types in the Office of Licensing. Those protocol improvements, updated rules for all types of our licensed providers, and the release of interpretation manuals for human service facilities with improved risk levels, provided an accurate view of the rate of provider compliance with licensing rules in the third quarter of the 2024 state fiscal year.
