The Statewide Paternity Establishment Percentage measures the total number of children born out-of-wedlock for whom paternity was acknowledged or established in the federal fiscal year compared to the total number of children in the state born out-of-wedlock during the preceding federal fiscal year, expressed as a percentage.
This percentage can exceed 100% because the number of children for whom paternity is established can exceed the number of children born out of wedlock in the preceding federal fiscal year.
This is a federal measure calculated at the end of the federal fiscal year that ends on September 30th.
