Measure Definition

This measure is for the estimated average number of days it took to approve a data sharing agreement on the DHHS data sharing agreement SharePoint site. The actual number calculated is from the submission date to the DSE director approval date. 

Note: numbers were updated on February 2026 to use improved data that was obtained in coordination with the SP team. Agreements uploaded under the 'Upload Only' option in SharePoint are excluded as the actual approval time for those is indeterminable. 

Story Behind the Curve

Many in the department have noted that data sharing processes take too long to complete and it's a pain point that prevents some data sharing, or at least delays it. In early 2025, DSE implemented a weekly meeting between privacy and legal to attempt to speed up the DSA reviews, but substantial improvement was not achieved based on current data. 

Current efforts to improve this measure center around streamlining internal data sharing processes that still ensure we are using data appropriately but do not have formal agreements that are necessary when sharing with external parties.
