Measure Definition
This measure shows the average weekly programming dosage hours for Juvenile Justice and Youth Services (JJYS) Secure Care Youth, Gemstone Girl's Program, and Transition to Adult Living (ALTA) youth, during specified State Fiscal Year Quarters. JJYS enrollment and service data are collected through the JJYS case management information system. Programming hours are collected through the JJYS Behavior Management System (BMS).
Results for this measure are updated quarterly, within 45 days after the end of each quarter.
Story Behind the Curve
The success of the mission to facilitate lasting re-integration hinges on delivering the necessary treatment dosage to youth in confinement. Based on leading public safety research, which recommends 250-300 hours of intervention. The goal is for youth in JJYS Secure Care, Gemstone, and ALTA Programs to receive 12.5 hours of evidence-based treatment weekly, in addition to other programming (e.g., academic, therapeutic).
The JJYS operational target is to ensure 100% of youth receive this optimal dosage each week. Recognizing the need for continuous improvement, JJYS has significantly enhanced the quality assurance process over the past year by shifting the metric from a simple pass/fail check of meeting weekly dosage, to assessing the average weekly dosage hours. This refinement provides crucial insights: it allows for immediate pinpointing of operational gaps, identifying which facilities are missing the target and by what margin, enabling a rapid and targeted management response. Furthermore, this precision helps identify staff training opportunities related to accurate dosage accounting, ensuring staff correctly document all eligible dosage time.
While safety and staffing demands can be disruptive, JJYS is proactively mitigating these challenges through clear, solution-based strategies: enhancing program scheduling to protect the critical 12.5 hours, implementing targeted staffing initiatives, and deploying comprehensive training to reinforce dosage integrity across all programs.
