Story Behind the Curve

This measure is important because it captures the qualified health plan (QHP) enrollment status of those who have recently lost eligibility for MAGI-based Medicaid through their renewal.

The measure shows the percentage of customers who lost eligibility for MAGI-based Medicaid during their renewal and who enrolled into a QHP in the subsequent 45 days.  This represents a monthly “conversion” rate from Medicaid to QHP. The measure is specific to those losing MAGI-based Medicaid because they are most likely to enroll in a QHP after losing eligibility, and because the enrollment is managed in the same system. This measure lends visibility into coverage retention for Vermonters.  Many Vermonters who lose Medicaid are expected to reenroll in Medicaid within several months.  This is known as “churn.” Those who do not may enroll in other coverage including QHP, employer-sponsored coverage, or Medicare.  Others may choose not to have health insurance.  QHP enrollment is one coverage option into which DVHA has direct visibility as well as the ability to promote through its integrated health insurance marketplace.  

HAEEU expects this measure to remain somewhat low month over month because customers often take more than one month to complete QHP enrollment. However, HAEEU will analyze the trend over time since it is fundamental to coverage retention for Vermonters and the high insured rate in Vermont.
