The "Income-Exempt Exceeding Guidelines" category is for families that exceed the CCFAP income guidelines but have a separate circumstance which makes them eligible for CCFAP.
If a family has an income-exemption while also falling under the accepted income guidelines, they will not be counted in this measure. They would be counted in the percentage of the FPL category they fall under.
