Measure Definition
We evaluate the percent of intakes completed within 90 days. Since our goal is to complete intakes within this time frame, our data only includes intakes that were received 90 or more days ago. This creates a natural lag in the data. For instance, August 2025 data represents the intakes from August 2025.
We also measure the percentage of intakes from that month that were completed at any point beyond that month. This number changes and the data is updated at the beginning of each month. Naturally, more intakes are completed as time goes on. Therefore, the percentage of intakes completed is higher for older months.
This measure includes both new intakes and reactivations of older intakes that since lapsed into inactivity. The 90 day completion rate is based on the initial intake and reactivations do not "restart the clock." This measure includes the intake process for all DSPD clients, except for those seeking services from the Physical Disabilities Waiver. That intake process requires the involvement of a registered nurse and is a distinct process from the rest of DSPD's clientele.

Story Behind the Curve
We have been measuring intake using this process since August 2025. Prior to this measure, intake was measured as the average days to completion. The intake team has set internal goals of completing 50% of intakes within 90 days in November 2024. This internal goal has led to an increase in intake completion during recent months.
Overview of the Intake Process
During the intake process, applicants must provide documentation to demonstrate a qualifying disability in one of the areas served by DSPD. Required information includes basic identifying details such as name, phone number, address, and social security number. Additionally, applicants are required to submit supporting documentation for their potentially eligible diagnosis. This may include: psychological evaluations, developmental assessments (for children under six), school evaluations, medical health summaries, and other relevant documentation specific to their disability. Given the complexity and volume of information required to determine eligibility and assess service needs, it is not always possible to complete the intake process within 90 days. Additionally, the intake process is a collaborative effort between department staff and the applicant’s family. Delays can occur when families need time to gather and submit the required documentation.
Applicants are given 90 days to complete the intake process. If they are unable to do so within this timeframe, they will receive a letter notifying them that their status will be changed to inactive. However, there is no penalty for inactivity, and individuals may resume their application at any time. If they resume, their case is re-activated to intake status for another 90 days. When an applicant is ready to continue, DSPD intake workers are available to assist them in completing the necessary steps. By streamlining intake procedures and supporting applicants throughout the process, DSPD aims to improve service accessibility while managing the increasing demand for services.
