The data comes from the Portland Insights Survey, which happens every other year. The survey is run by the Performance Team in the City's Budget Office (CBO). The first year this question was asked was for the survey in 2022, that year it was Question #3.

Why Is This Important?

This indicator provides a snapshot of residents’ general happiness and comfort with quality of life. It serves as a baseline for improving services and policies that contribute to overall wellbeing of Portlanders. This indicator also helps the City monitor progress over time and guides budget decisions to address issues that impact quality of life.

What Do The Numbers Show?

The average satisfaction rating among Portlanders for Portland as a place to live was 3.46 on a five-point scale, where 1 means Not at all satisfied and 5 means Extremely satisfied. This score falls between 3 (Somewhat Satisfied) and 4 (Moderately Satisfied).

Overall satisfaction with Portland as a place to live appears to be influenced by how residents rate specific aspects of life in the city, as shown in another figure from the Insights Survey report. For most aspects, residents reported satisfaction levels between Somewhat and Extremely Satisfied. However, satisfaction was notably lower for “Portland as a place to raise children” and for “Downtown.”

When comparing results across geographic districts, residents in District 1 reported a statistically significantly lower average satisfaction rating than those in the other three districts. Still, all four district averages fell within the Somewhat to Moderately Satisfied range.

How Did We Arrive at These Numbers?

The Portland Insights Survey, a citywide survey conducted by the City Budget Office and Portland State University’s Population Research Center every two years, provides this data point. Survey feedback is shared with City leadership to inform budget development and policymaking.

The survey question, which asked, “Overall, how satisfied or dissatisfied are you with Portland as a place to live?” offered five possible answers: "Very Satisfied", "Satisfied", "Neither Satisfied or Dissatisfied", "Dissatisfied", and "Very Dissatisfied". This indicator is the sum of the percentage of all respondents who answered "Very Satisfied" or "Satisfied."
