Working to ensure Portlanders are prepared for employment and being able to connect them to employment opportunities is vital for a more prepared workforce. Development and training programs, particularly for and with low-income Portlanders and those who are experiencing unemployment, will ultimately help them to better connect and compete in the regional economy. 

This metric highlights the total number of adult and youth participants in workforce development and training programs funded by the City. Examples of programs include work and college readiness training, work experience placement and support, job readiness courses, vocational training, etc.

Numbers have declined since FY 2020-21 due to reductions in budget and increased service delivery costs.

Data is collected and reported by Worksystems, Inc from each of its subrecipient workforce organizations. Career coaches from the partner organizations, who provided the employment services, follow up with individual participants for about a year and report back to Worksystems, Inc. on the results.

Participants qualify for these programs if they reside in the city of Portland and meet the income requirements. Participants complete an intake form and sign up for the program through the community based organization that provides the service. More information is available on the websites above.
