Why Is This Important?

The City of Portland Shelter Service operates ten shelters that provide temporary housing and support to help individuals transition into permanent housing or the next steps in their lives. These City shelters complement collective local efforts to reduce homelessness with the County, other jurisdictions, and non-profit organizations. Each shelter offers varying numbers of sleeping units, including individual pods and shared beds in larger spaces. The total count of sleeping units represents the number of individuals the City shelters can accommodate at one time.

What Do The Numbers Show?

The City launched its Shelter Service initiative in July 2022 with grant funding from the American Rescue Plan. The number of sleeping units has nearly tripled in the last two years.

During the first year of operation, the City established five shelters. In the subsequent year, four larger alternative sites were added, significantly increasing the City’s capacity to serve the homeless community directly. Since January 2025, the City of Portland has opened an additional nine emergency overnight shelters. 

How Did We Arrive at These Numbers?

The City collaborates with Multnomah County’s Homeless Services Department to collect the data. This data only reflects City of Portland specific sites, and does not reflect the services provided by Multnomah County. The County holds the data sources and releases a quarterly report.
