Why Is This Important?

The measure comes from the Portland Insights Survey, which every two years gathers data on Portlanders’ perceptions of City services and priorities. The survey question "How much do you agree that Portland is moving in the right direction?" is a key indicator of public sentiment and trust in the City’s leadership, policies, and overall trajectory. This metric helps decision-makers understand how residents perceive progress and track changes in public confidence over time. By capturing a broad sense of community satisfaction, the results can inform strategic planning, policy adjustments, and resource allocation to better align with residents’ needs and priorities.

What Do The Numbers Show?

The citywide average agreement level was 2.58 on a five-point scale, where 1 means Don’t Agree At All and 5 means Extremely Agree. This score falls nearly halfway between Slightly Agree and Somewhat Agree.

Disaggregation to examine how different demographic groups experienced Portland and answered this questions showed little meaningful variation between demographic groups. The results are not shown here.

This question was added to the Insight Survey in 2024 so we only have one year of data point. This question will be asked again in 2026 and future years, so we can see how residents’ sentiments evolve over time.

How Did We Arrive at These Numbers?

The 2024 Insight Survey asked: “How much do you agree that Portland is moving in the right direction?” The answers respondents could choose from were: Extremely Agree, Moderately Agree, Somewhat Agree, Slightly Agree, Do Not Agree at All, and Don’t Know.

We combined the responses of Extremely Agree, Moderately Agree, and Somewhat Agree to report that approximately 49% of respondents think the City is moving in the right direction. We did not include: Slightly Agree, Do Not Agree at All, or Don’t Know, which combined represent 51% of responses.
