Average fleet availability is an accepted industry measure of how effective a fleet of vehicles is maintained. While fleet availability varies among fleets due to vehicle mix, availability beyond 85% is considered reasonably good, and above 90% very good. This measure is important because it shows how much time City-owned vehicles were ready and available for use in providing  services to Portlanders. High vehicle availability also indicates that the City is taking good care of these assets by performing proper maintenance on them, extending their useful life, and saving money that can be used for other purposes.

Additionally, because the vehicle manufacturing process is carbon-intensive, well-maintained vehicles can lead to the purchase of fewer vehicles, thus lowering the City's fleet climate impact.

The data shows that City-owned vehicles are available 94% to 95% of all possible hours per year when they could be used to provide services. This high level of vehicle availability during the reporting period (FY 2019-20 to present) shows that the City is maintaining its vehicles well, which enables vehicles to provide crucial services when Portlanders need them.

This percentage was calculated using information from all City-owned vehicles, with the exception of those owned by Portland Fire & Rescue. This data is collected and tracked by the Bureau of Fleet & Facilities.

To arrive at the percentage of hours that a City-owned vehicle is available during a year, first we calculated the number of hours vehicles were available by subtracting the downtime hours from the total possible hours when the vehicle could be available to provide services. We then divided the number of available hours by the number of possible hours to obtain the percentage of available hours when a vehicle is ready to provide services.
