Measure Definition
This performance measure calculates the duration between application submission and license issuance for Human Service facilities. Data is derived from the Utah Certification and Licensing Application (UCLAPP) and aggregates both Division of Services for People with Disabilities (DSPD)-based and non-DSPD-based facilities overseen by the Office of Licensing. The scope includes only applications for new facilities; it excludes Foster Care, Licensed Specific Care, and modifications that require an initial application by rule.
