Measure Definition
This performance measure calculates the duration between application submission and license issuance. Data is derived from the Utah Certification and Licensing Application (UCLAPP) and represents an aggregate of all license types overseen by the Office of Licensing. The scope includes only applications for new facilities, excluding modifications that strictly require an initial application by rule.

While performance currently remains above target, we implemented a strategic team reorganization on January 1, 2026, to better align resources with our goals. We anticipate a downward trend in these figures as the new structure stabilizes and workflows are optimized.
