We are experiencing a "friction" effect where incremental gains in operational efficiency are being offset by three primary factors: a documented need for enhanced technical writing training, the remaining administrative burden from the 2025 federal shutdown, and the learning curve associated with the transition to the iQIES platform.

While the team demonstrated measurable growth throughout 2025, the overall performance average has reached a plateau.
