1. Data Definition:
a. Measure: Percentage of new Division of Population Health (DPH) hires who complete the Public Health onboarding training within 30 calendar days of their official start date.
b. Calculation:
i. Numerator: Number of new DPH hires who complete all required onboarding modules within 30 days of start.
ii. Denominator: Total number of new DPH hires during the reporting month/quarter/year.
iii. Formula: (Numerator ÷ Denominator) × 100.
c. Unit of Analysis: Individual new hires.
d. Frequency: Tracked monthly; reported quarterly and annually.
e. Baseline Year: FY26 (following October 2025 implementation of online modules).
2. Data Source:
a. Primary Source: DHRM new hire data report, providing a monthly list of new DPH hires.
b. Secondary Source: DHHS OPR training platform (UTRAIN or alternative DHHS-supported LMS), providing training completion dates.
c. Integration: Completion data will be matched against monthly new hire lists to calculate the percent completing within 30 days.
d. Responsible Parties: OPR in partnership with DCE, DHRM and PHIG Workforce Development team.
3. Caveats:
a. New measure: no historical trend data prior to FY26.
b. Dependent on successful implementation of an LMS (UTRAIN or alternative).
c. Completion tracking requires accurate and timely integration of HR (hire dates) and training platform (completion dates) data.

The Public Health Onboarding Project provides public health–specific training for new DPH staff, going beyond DHHS’s general onboarding. The first modules were developed in FY25, with launch now projected for October 2025 due to server storage issues with UTRAIN. FY26 will serve as the baseline year, with the goal of strengthening retention, preparedness, and long-term workforce capacity through timely onboarding.
Why this measure matters
This project is not DHHS’s general onboarding. It is a public health–specific onboarding curriculum created for new staff in the Division of Population Health (DPH). Its purpose is to ensure that new hires gain critical knowledge about Utah’s public health system, core practices, and tools needed to succeed, beyond HR basics. The project aligns with the department's workforce development plan. Research shows that nearly 90% of new hires decide within six months whether they will stay long term. By completing public health onboarding within 30 days, staff feel more valued, prepared, included, and likely to stay.
What the data shows
This is a new measure with no baseline data yet. The first module was developed in FY25, and the onboarding program was originally scheduled to launch in August 2025. Due to server storage issues with UTRAIN, the launch is now projected for October 2025. The first year of tracking will be FY26, establishing the baseline.
What’s helping progress
Progress is supported by leadership commitment, alignment with CDC’s Quality Training Standards, and a hybrid format (quarterly in-person orientation plus online modules). The curriculum design is comprehensive and directly tied to public health priorities, ensuring long-term value.
What’s holding us back
The main barrier is technical. UTRAIN, the intended training platform, does not currently have server storage capacity to host the modules. DHHS is working with OPR to resolve this. If a solution cannot be found, modules may need to migrate to an alternative platform, which could further delay tracking.
What’s next
Beginning in FY26, monthly new hire lists from DHRM will be used to monitor completion within 30 days. This baseline year will establish performance, and improvement targets (e.g., ≥80% completion by FY27) will help guide future progress. Ultimately, this tailored onboarding will build knowledge, skills, and retention within Utah’s public health workforce.
