Story Behind the Curve
For FY24 (July 2023 - June 2024), the number of incarcerated individuals showed a modest increase, with an average of 1,369 incarcerated individuals per month. This is a 2.2% increase in the average number of individuals per month compared to FY23. The rise is primarily driven by an increase in individuals held pre-trial and those serving sentences. VT DOC continues to receive more sentencing mittimuses as courts work through backlogs. The out-of-state population remains stable, with a small early uptick in FY24 followed by a decline as individuals return to Vermont for programming or near their release dates. These trends together illustrate the ongoing dynamics of incarceration across both groups.
