Average energy savings is determined by averaging the modeled or estimated savings of every completed weatherization job.  The modeling engine is certified every 3 years by the Department of Energy who partially funds the Vermont Weatherization Program.  Actual energy savings data (from fuel records) is very difficult to obtain in Vermont as many clients use multiple fuel types to heat their home and have multiple fuel dealers.
