Story Behind the Curve
The average length of stay in shelters has increased significantly and is at its highest level in more than 15 years. There continues to be significant barriers for shelter quests to move out of emergency settings into housing. Lack of available rentals, the high cost of apartments, very low incomes, and tenant history are driving factors in the abillity to quickly re-stabilize into housing.
