- This performance measure trended significantly higher for the past two years because youth were counted in each HY that they accomplished a goal. Inf FY21, we didn't allow this duplication.
- The ongoing challenges posed by the pandemic for a full year was a major factor in the downward trend as the priorities for homeless youth shifted from jobs and school to survival.

- New Horizons staff work one on one with staff for service linkage to address goals/objectives.
- Long term housing options are extremely sparse for this population due to lack of affordable housing, income barriers and age of participants.
