Reconnect for Life employs a Two Generation approach and is actively seeking partners to use a universal assessment tool that can track client progress across time and agencies. Currently there are two partners using the Crisis to Thrive Tool. Reconnect for Life meets quarterly with other partners with a stake in increasing youth employment in Kent County. As the program becomes more established, more partners will be able to adopt the tool.
Kent Family Center – The local family support center sub contracts with Maryland Rural Development Corporation to provide case management for opportunity youth in the active cohort. They are a Two Generation Partner by using the Crisis to Thrive Tool. They were a vital partner since the planning phase and have helped to refer and engage opportunity youth, especially parenting opportunity youth. The support center also provides space for workshops and activities
MRDC Housing Outreach Office – referral source and Two Generation partner. When Reconnect for Life opportunity youth have housing needs, the program manager takes them to the Housing Outreach office where the youth completes the Crisis to Thrive assessment.
What Works
The Two Generation approach for Reconnect for Life is being guided by the Garrett County Community Action Network, which is just now completing five years of using the Crisis to Thrive Tool. Reconnect for Life convenes a quarterly meeting with the Workforce Investment Board, Chesapeake College, the Kent Family Center, and MRDC Housing Outreach. They are recruiting Department of Social Services to also participate in FY19. For more partners to feel ready to adopt the tool, they need to see that it is effective and worthwhile for the partners currently using it. As case loads build in the data base, Reconnect for Life will be able to make a stronger case for joining (and possibly expanding) the approach.
Data Discussion
For FY18, eight of the 24 parenting youth were assessed with the universal Crisis to Thrive Tool by more than one partner.
Measurement Tool Used
The Crisis to Thrive Tool is web-based, and the database tracks which partner is helping to complete the assessment.
