Story Behind the Curve
There is national consensus that the vast majority of seniors and people with disabilities would strongly prefer to remain in their homes or in a community-based setting where they can retain their independence and their ability to engage in community life. Home and Community Based Services (HCBS) provide opportunities for Medicaid beneficiaries to receive services in their own home or community rather than institutions or other isolated settings.
Data related to nursing facility enrollment for the SFY is based on Medicaid claims data. The data is inclusive of individuals that may have had short term nursing home stays with Medicaid as a payor, thus the percentage for the SFY is higher than a point in time enrollment comparison.
