"Re-enrolling" youth in grade school has become an impossible bar to meet given that the new state laws do not allow a youth to drop-out before age 18. In practice, this means that there are high numbers of youth who are technically still enrolled in school but are not attending regularly or at all. So while there are a high number of youth in this program that are successfully re-engaged with school and improve attendance, they cannot be re-enrolled as they were not dis-enrolled in the first place. To that end, we are examining whether the language around this measure should be changed to reflect the reality of program interventions with school-aged youth under 18.

FY20 A number of necessary services and supports needed for youth to meet their goals were unavialable of the last part of the fiscal year because of COVID.

Potentially this measure will be re-written to track school "re-engagement" rather than "re-enrollment" to reflect actual practice in the face of existing laws around age limit for dropping out of public school.
