All youth that complete at least one counseling session (individual, group, or family) are counted in the "informal" number; those that complete a minimum of three sessions (individual, group, or family) are then counted as "formal" counseling participants. So informal represents the entire number of youth participating in counseling with the formal group is a smaller percentage of that group that engages in longer, more intensive treatment.
