Mental health and substance use are two of the biggest barriers to connecting youth to employment and higher education, and may also impact their ability to remain in stable housing. 

Carroll County Youth Service Bureau is the largest out patient mental health clinic in the county and is able to provide dedicated time slots for youth in CYICC to receive assessments and treatment.

Identifying these issues is key to getting youth into treatment, the barrier assessment is used to identify youth who may be struggling with mental health or substance use.

A high percentage of youth who complete the needs assessment screening are identifying mental health and/or substance use disorder as a barrier to work and school.

A comprehensive barrier assessment was designed specifically for these youth.
