Point-in-time quarterly counts are provided using available data from the last day (or closest to last day) of each quarter (e.g., point-in-time counts are for 09/21/2022 for Q1, 12/31/2022 for Q2, 03/31/2023 for Q3, 06/30/2023 for Q4).
For FY23 (July 2022-June 2023), the number of supervised individuals on a furlough status decreased 20.1% with a high of 303 in Q1 and a low of 242 in Q4. In FY20, the number of offenders on furlough did not show a significant decline until the latter part of the year. Following this period, the decreasing trend extended through FY23, even after the conclusion of COVID mitigation efforts, indicating that the ongoing reductions may be more closely linked to Justice Reinvestment efforts. Supervised individuals on furlough constituted 7.3% of the FY23 field population.
The FY23 counts adopt a revised methodology for furlough counts, which excludes absconders as well as individuals with a home detention status. When this revised methodology is applied to FY22, the trend still shows a steady decline across all four quarters. This trend continues into FY23, with the steepest decline occurring between Q2 and Q3.
