Story Behind the Curve

Syringe services programs (SSPs) are proven and effective prevention programs that provide a wide range of services, including referral to medicated assisted treatment or substance use treatment programs. SSPs provide services to people who inject drugs, often a hidden and marginalized population. Research shows that new users of SSPs are five times more likely to enter drug treatment and three times more likely to stop using drugs than those who don’t access SSPs.

Research has also demonstrated that SSPs are effective, cost-saving, do not increase crime rates or illegal drug use in the areas they are located, reduce the transmission of HIV and HCV, and are key partners in helping PWID connect to treatment.

In 2016, the Department of Health and Human Services (HHS) lifted the ban on the use of federal funds to support SSP activities, with the exception that funds cannot be used to purchase needles or syringes. In 2016, Department of Health submitted a Determination of Need to HHS outlining the risk for an outbreak of HIV and/or HCV in Vermont and requested to use federal funds to support SSP activities. This request was subsequently approved and has contributed to more sustainable funding for Vermont SSPs.

SSPs have been operational in Vermont since 1989. Beginning in 2019, the Health Department has ensured there are SSP services in every county in Vermont.
