Story Behind the Curve
The number of housing units in Dodge and Jefferson counties has steadily grown between 2016 and 2022, with Dodge County increasing by 2.2% and Jefferson County increasing by 3.3% over that span. After gaining annually in housing units between 2016-2019, both counties saw a decline in 2020. However, both counties have rebounded and increased in 2021 and 2022.
Limiting factors:
- Rising construction and infrastructure costs.
- Lack of proactive vision in Comprehensive Plans, outdated zoning.

Safe, affordable housing is a social determinant of health and an explicit Healthy People 2030 priority. Access to affordable housing is a top priority of business and municipal leaders throughout the region. Lack of available housing limits health, workforce availability, tax revenue and school revenue.
