When families have to spend a large part of their income on housing, they may not have enough money to pay for things like healthy food or health care. This is linked to increased stress, mental health problems, and an increased risk of disease. Expanding policies that make housing more affordable can help reduce the proportion of families that spend more than 30 percent of their income on housing. (Healty People 2030). 

Based on historical data within Dodge and Jefferson counties, there are far less that own who pay 30% of their income toward housing, compared to those who rent - shown in the below graph:

Householder is defined as the person (or one of the people) in whose name the housing unit is owned or rented (maintained).

A housing unit -  a house, an apartment, a mobile home, a group of rooms, or a single room that is occupied (or if vacant, is intended for occupancy) as separate living quarters.

Owner occupied - if the owner or co-owner lives in the unit, even if it is mortgaged or not fully paid for. The owner or co-owner must live in the unit and answers yes - "Owned by you or someone in this household with a mortgage or loan". The unit also is considered owned with a mortgage if it is built on leased land and there is a mortgage on the unit. Mobile homes occupied by owners with installment loan balances also are included in this category.
