Measure Definition
This measure represents the average number of caseworkers per case by fiscal year. This includes all closed cases and represents a view of how many workers were assigned to a case over its entire duration.
This measure includes the following case types: PSC, PSS, SCF. This measure is used to support legislative requirements for tracking towards frontline caseworker investments (the funds were appropriated during FY2024 after Legislative Approval).
Story Behind the Curve
Caseworker changes can extend the timeline of a case due to information loss, rescheduled court hearings, and other delays. DCFS set a goal in FY2022 for a 5% reduction in average caseworker changes from the FY2022 rate (FY22 avg 3.1, goal avg 2.94). This measure is currently trending up. DCFS plans to address this trend through leadership discussions to identify a strategy to turn the curve.
