The ORS cost effectiveness measure compares total collections to total expenditures, reflecting how many dollars are collected for every dollar expended. For SFY 2025, this data indicates that ORS collects $4.15 for every $1 in expenditures.

Story Behind the Curve

ORS cost effectiveness is a comparison of the dollars collected to the dollars expended to operate the child support services and Medicaid recovery/third party liability programs. Case counts and collections have been trending downward for child support programs nationwide, and we've also experienced decreased collections for Medicaid recovery, though in contrast to SFY 2024, we did see an increase in collections for health claims and estate recovery.   ORS has also experienced increases in costs related to personnel services and technology costs due to modernization of it's information system.  We anticipate cost effectiveness is likely to remain at current levels with slight variations given some fluctuation in collections and expenditures.
