This number shows the number of people who are enrolled with a waiver eligibility aid category—available with monthly eligibility issuance. We recommend aggregating this number each year as individuals who are lost through attrition are replaced.

Growth reflects some shifts from facility-based care into HCBS during the pandemic. Increased funding was also available through the American Rescue Plan which helped many individuals transition or come off waiting lists. During these years, there was also additional funding to grow the Medically Complex Children's Waiver. Further growth will be constrained by available funding.
