Individuals visit hospital emergency departments for substance misuse when they are in crisis or are unable to access care from community-based providers. In Montgomery County, the rate of Substance Misuse-related hospital visits is 67% higher among Black residents than Whites and is highest among Black men. Insurance barriers can make it difficult to access community-based care: two-thirds of visits for substance misuse are paid for by Medicaid.
