This measure represents the percent of Juvenile Justice and Youth Services (JJYS) employee turnover, for specified State Fiscal Years. JJYS employment data is collected from the Division of Human Resource Management's Division Position Report (DPR) and the Division's payroll expenditures.
Results for this measure are updated reported annually, within 45 days after the end of the State Fiscal Year.
Story Behind the Curve
Over the past year, Juvenile Justice and Youth Services (JJYS) has experienced extreme staffing shortages and turnover in many facilities. The impact of these staffing challenges is felt throughout the agency. As a result of inadequate staffing, JJYS has been forced to make difficult personnel decisions including mandating extra shifts and coverage in facilities, resulting in times when staff are unable to take leave.
Growing turnover rates and staff shortages disrupt critical services and reduce the ability for the agency to meet its statutory obligations. JJYS has been putting a great effort into reducing critical staff turnover and shortages by internally funding adjustments, as well as through modifications in our policies and practices. This includes adjusting hiring qualifications where appropriate, charging personnel costs to federal funding where it is eligible, increasing work schedule flexibilities, implementing innovations within job duties, and increasing staff voice. It is acknowledged that the physical and mental strain on staff has increased and may be exacerbated by the complexity of youth currently in care. In addition to these issues, JJYS continues to navigate the rising costs of living, and deploying strategies to remain competitive from a compensation perspective.
While these strategies have been effective to varying degrees at providing short-term fixes to the greater issues of turnover and retention. An additional investment of funding for critical positions will be necessary to stabilize the workforce, develop and retain a best-in-class staff, and continue serving youth, families, and the community. JJYS's goal is to have a low employee turnover rate, allowing for better delivery of critical services for the youth and families we serve.
JJYS's primary target for this measure is to decrease the JJYS employee turnover rate by 10% over 5 years.
