Story Behind the Curve
The Administration for Children and Families (ACF) which over sees the program nationally, requires states to meet a 50 percent all family work participation rate and a 90 percent two parent work participation rate. ACF computes each state’s monthly work participation rates for these two categories—all families and families with two parents who are both able to work—and averages the rates for all 12 months to calculate a state’s overall work participation rate for the federal fiscal year.
The calculation of the work participation includes the actual percent of families complying with federal regulation plus the caseload reduction credit that Vermont has received for families that leave Reach Up.
