For PY16 the average energy savings was based on a program evaluation and fuel study of completed jobs using actual consumption pre and post (a very small sample set of data however).  Estimated Energy Savings for PY17 through PY20 are estimated based on comprehensive whole house energy modeling using the State of Vermont's Department of Energy Approved audit tool.  Unfortunately, Vermont's non regulated fuel types (oil, kerosene, propane) make it very hard to acquire actual fuel consumption data (pre and post) making fuel studies difficult to almost impossible. Many clients use multiple fuel sources, and sometimes fill their fuel tanks 5 gallons adding to the difficulty.  The State Weatherization office is diligent about culling outlier data from the data pool when estimating "average savings" to help avoid over stating savings.
