The mother's education performance measure refers to the percent of mothers in Dubuque who do not possess a high-school diploma at the time of their child's birth. The percent of mothers with less than a high school education has remained fairly consisitent from 2007-2012, decreasing by 2% overall, from 10% to 8%. The entirety of this 2% change occurred from 2011-2012, with only minimal fluctuations occurring prior to that point.
