Story Behind the Curve

  • The 7-month quit rate among smokers in the U.S. averages 29% and is usually slightly higher among New Mexicans (32-33%).
  • Tracking quit rates at 7-month follow-up is important in measuring the effectiveness of cessation services and support.
  • During Q2, 371 QUIT NOW enrollees were successfully reached for their 7-month follow-up, somewhat lower than the target of 450 per quarter. However, this is normal for Q2, which includes the holiday season when survey participation rates decline. 
  • During Q3, 291 QUIT NOW enrollees were successfully reached for their 7-month follow-up. Although the 30.9% quit rate for Q3 is lower than the 33% target, it does represent a rebound from the 27.0% in Q2. We believe that reinstatement of more cessation service components during the beginning of FY18 when Q3 respondents enrolled in services helped increase their quit success. The use of nicotine replacement therapy in combination with quit coaching tends to greatly improve a tobacco users success in quitting.
  • Promotional and media efforts are being carefully staggered throughout the fiscal year, including Q4, to account for seasonal variations and other known efforts by outside entities such as the Centers for Disease Control and Prevention. This will help ensure that similar levels of cessation services are available through the end of the fiscal year.

What Works

The Guide to Community Preventive Services recommends the following interventions to reduce adult smoking:

  • Increasing the unit price of tobacco products.
  • Mass media campaigns in combination with other interventions.
  • Multi-component cessation interventions that include telephone support.
  • Health care provider reminder systems for tobacco cessation.
  • Reducing client out-of-pocket costs for cessation therapies (e.g., counseling, nicotine patches, gum, lozenges).
  • Smoke-free policies to reduce tobacco use.

Strategy

  • Develop and implement a Health Systems Change Training and Outreach Program for Tobacco Use with New Mexico Community Health Centers (CHCs) to increase CHCs’ and their providers’ ability to consistently identify tobacco users;
  • Advise tobacco users to quit and refer those ready to make a quit attempt to appropriate treatment resources.
